Project Context and Scope

IOM Thailand is currently implementing the project Enhancing Safe and Regular Pathways in Thailand by Supporting the Roll Out of the Government’s Five-Year Plan of Action on Anti-Human Trafficking, supported by the IOM Development Fund. The project supports the Royal Thai Government in implementing the National Five-Year Plan of Action on Anti-Human Trafficking through strengthened legislation, policy coherence, provincial planning and protection service delivery.

Under Outcome 2, the project specifically seeks to strengthen the capacity of provincial protection actors to provide services to victims of trafficking in line with national legislation and international standards. Previous and ongoing project activities include the development of provincial anti-trafficking plans of action and an assessment of cooperation mechanisms between government agencies and civil society organizations providing services to victims of trafficking. The assessment identified opportunities to strengthen referral pathways, case management practices, engagement with the National Referral Mechanism (NRM), and the delivery of gender-sensitive, disability-inclusive and victim-centred services.

Output 2.3 builds on this work and aims to enhance the capacities of non-government partners and potential partners to provide protection services to victims of trafficking in line with provincial, national and international guidelines. Activities include development of a capacity development training curriculum, delivery of training for non-government partners, and convening a coordination meeting to develop a practical workplan and recommendations to strengthen partnerships and service delivery beyond the life of the project.

Objectives:

The overall objective of this consultancy is to strengthen the capacity of non-governmental protection actors in Thailand to provide gender-sensitive, disability-inclusive, victim-centred and trauma-informed services to victims of trafficking through the development of a practical training programme, delivery of capacity-building activities, and facilitation of stakeholder coordination to enhance sustainable government-CSO collaboration.

Organizational Department / Unit to which the Consultant is contributing

The consultancy will contribute to ongoing programming under the Protection and Border Governance Unit of IOM Thailand.

RESPONSIBILITIES

Tasks to be performed under this contract

Under the overall supervision of the Programme Manager (Protection) and the direct supervision of the National Project Officer (PBG), the incumbent will provide day-to-day technical and operational support to the implementation of the ongoing IOM Development Fund project, with particular focus on strengthening the capacity of civil society organizations (CSOs) and non-government partners to provide gender-sensitive, disability-inclusive, victim-centred and trauma-informed protection services for victims of trafficking.

  • Provide day-to-day technical and operational support to the Protection and Border Governance (PBG) Unit in the implementation and monitoring of activities under Outcome 2 of the IOM Development Fund project.
  • Support the implementation of capacity-building activities for civil society organizations (CSOs) and non-government partners, including reviewing relevant project documents, assessments, national standards, standard operating procedures (SOPs), referral mechanisms, and protection frameworks applicable to victims of trafficking (VoTs).
  • Assist in preparing, adapting, and updating training materials, facilitator guides, handouts, information, education and communication (IEC) materials, case studies, practical exercises, and other appropriate learning resources on gender-sensitive, disability-inclusive, victim-centred, rights-based, and trauma-informed approaches to protection service delivery.
  • Support the organization and delivery of training workshops, coordination meetings, and other capacity-building activities for CSOs, non-government organizations (NGOs), and relevant stakeholders, including participant coordination, logistical preparation, facilitation support, reporting, and post-event follow-up.
