Request for Proposal: Trauma Informed Care (TIC) Consultancy

IJM Thailand has secured a grant from the U.S. Department of State’s Office to Monitor and Combat Trafficking in Persons (J/TIP) to support Thai government agencies in implementing a justice system strengthening project focused on forced labour and labour trafficking.

About the Role

IJM seeks an experienced professional or team to assist in adapting trauma-informed care (TIC) principles into existing working practices and systems of the Ministry of Labour (MOL) and Royal Thai Police (RTP) for interviewing workers and potential victims of forced labour and labour trafficking. Teams are encouraged to apply; individual candidates may be selected, or two individuals from applicants may be proposed to work together.

Responsibilities

• Develop a trauma-informed interview guideline and techniques in Thai for MOL frontline officers (to be incorporated as an annex to the Ministry of Labour’s Forced Labor SOP).
• Develop a trauma-informed care investigations and interview guideline in Thai for law enforcement officers working on forced labour and trafficking cases (to be incorporated as an annex to the FL SOP).
• Lead workshops with identified stakeholders to validate and finalize the guidelines; IJM will support identification and invitation of stakeholders.
• Work under the overall management of IJM Thailand’s Project Director and coordinate with relevant government stakeholders as required.

Key Outputs and Timeline

• Contract signed: Oct/Nov 2025.
• First draft of trauma-informed interview guideline and techniques for MOL frontline officers: November 2025.
• First draft of trauma-informed care investigations and interviews guideline for law enforcement officers: November 2025.
• Workshop to validate and finalize the guidelines: December 2025.

Qualifications

• Relevant university qualifications in psychology, social work, or other relevant field, or equivalent direct-related experience.
• At least five years’ experience directly providing services and support to vulnerable communities, preferably working with forced labour or trafficking in persons.
• Trained or experienced in trauma-informed care and trauma-informed approaches (academic or on-the-job).
• Experience working ethically and providing psychological safety for audiences that may include people with lived experiences of trauma.
• Familiarity working with law enforcement agencies and the Ministry of Labour is an advantage.
• Proficient in both written and spoken Thai at the professional level.

Consultant(s)/team will be engaged onsite and will report to IJM Thailand’s Project Director.
