Senior Technical Manager

About the Role

Job Summary: The Senior Technical Manager is responsible for ensuring safe, efficient, and economical technical operations of all the vessels in the fleet and ensure that they comply with all the local and international rules and regulations. The Senior Technical Manager is also responsible for ensuring the implementation of a suitable and efficient planned maintenance system within the company for all vessels. This includes the monitoring of ship maintenance, repairs, technical inspections, statutory & Class documents, drydock, budget follow up, spares inventory as well as following up the ship's performance in liaise with the Operation SI activities related to the vessels. He must ensure strict compliance with Top Management objectives and achieve KPIs set forth on a regular basis.

Responsibilities

• Ensure all company owned and managed vessels are operated in a safe, efficient and economical manner and in full compliance with class and statutory regulations, STCW'95, MLC 2006.
• Manage and supervise shipbuilding projects for the Group and oversee all technical activities relating to the assigned fleet to ensure cost-effective management and maintenance.
• Ensure the vessel Planned Maintenance System (PMS) is effectively operated and reported per the Company's Quality and Safety Management System and that machinery is maintained per Maker’s recommendations.
• Keep updated on latest marine industry rules and regulations and implement required changes; manage classification status together with Ship Technical Superintendents.
• Guide Ship Tech Superintendents, review their reports, and provide technical advice to meet client standards and criteria.
• Ensure vessels are regularly inspected and compile reports on equipment, machinery and structure; manage repairs, dry-docking, surveys, and ensure timely completion within operational budgets.
• Manage operating and capital budgets for assigned vessels, control and review variances, and report unforeseen expenditures.
• Formulate and respond to SMR observations (e.g., SIRE, PSC, Audits) with tangible action plans and follow-up until close out.
• Manage and record fuel and lubrication oil consumption daily and process spare parts requisitions, monitoring timely supply of spares for safe operation.
• Carry out accident/incident investigations and provide recommendations for close out; issue internal technical bulletins as required.
• Provide general technical assistance to commercial and marine departments and keep the Director Marine Group updated on fleet issues.

Qualifications

• Class one Certificate of Competency Chief Engineer – motor STCW95 or Naval Architect qualifications.
• Minimum 7+ years of experience ashore with shore-base experience managing a fleet and a workshop.
• Dual Fuel experience is a must.
• Mechanical Engineer or demonstrated sound technical knowledge through experience; shipbuilding, operation and technical knowledge.
• Knowledge of ISPS, ISM, Flag State and Classification Society procedures and regulations; strong knowledge of SIRE/VIQ process.
• Management skills; strong and attentive to team; very organized with good communication skills.
• Conversant with computers and Microsoft Office Suite (including Excel).
• Ability to work under pressure and in a multicultural environment; fluency in English; ability to travel without restriction.
