Core Banking Country Program Manager, Information Technology

About the Company

Mizuho Bank Bangkok Branch is part of Mizuho Financial Group, a global banking group headquartered in Tokyo, Japan. The branch supports Thailand- and Asia-based business and operates from offices in Bangkok and the Eastern Seaboard (Rayong) with ~500 employees. This role sits in the Asia-Pacific Corporate Function Coordination Department, SEIBI Program Management Office, Bangkok, Thailand.

Responsibilities

• Lead end-to-end delivery of Core Banking transformation for the Bangkok branch, acting as the single point of accountability for country program success and ensuring projects are structured for on-time delivery within defined cost and quality.
• Coordinate closely with local, regional and global offices and external parties, and drive country alignment with regional/global delivery contracts and timeliness.
• Chair or co-chair Country Steering Committee and Working Group forums; lead project team members including recruitment, KPI setting and evaluation.
• Lead program planning, resourcing, budgeting and risk mitigation for the country aligned with the overall APAC program plan; ensure effective management of dependencies; manage vendor engagement and System Integrator activities at country level.
• Own communications materials and narrative to leadership and Steering Committee, consult with key stakeholders across Business, Operations, IT, Risk and Compliance, ensure stakeholder engagement and change readiness, and lead country-level training, UAT and business cutover planning.
• Track KPIs and deliverables, ensure compliance with program governance and controls, escalate risks/issues/decisions per governance and report progress to the Regional Program Office.

Qualifications

• Bachelor’s degree or higher in Information Technology, Business, or a related field.
• At least 10 years’ experience in Core Banking system project or program management for Corporate Banking, preferably large-scale IT transformation or migration.
• Familiarity with Thailand banking regulations, navigating matrix structures and cross-border teams.
• Proficient in both Waterfall and Agile methodologies; preferred certifications include PMP, Prince2, PgMP or SAFe.
• Strong leadership across IT and business stakeholders; fluent in both English and Thai.

Additional Information

Location: Bangkok, Thailand. This position is full-time onsite (office-based) and does not offer hybrid or remote working options.
