About the Role

The Programme and Policy Officer (Protection/AAP and Identity Management Advisor) will play a critical role in advising Country Office management and relevant functions on best practices and standards around protection risk analysis, accountable identify management, and assurance, including supporting Bangladesh, but also Pakistan, Myanmar and other COs to identify and manage risks.

Contractually hosted by WFP Bangladesh Country Office, the Programme and Policy Officer will contribute to key priority contexts in the region, with a focus on but not limited to Pakistan, Bangladesh and Myanmar, to collectively advance the priorities of the WFP Bangladesh CO and the wider region on thematics which multiple countries are grappling with.

The Programme and Policy Officer will also act as APARO regional focal point with the global Gender, Protection and Inclusion team to ensure that regional priorities are captured in global planning and support integration of global GPI priority workstreams and support capacities, to amplify support to WFP countries in the Asia and Pacific region.

The role requires a high level of coordination across units (Programme, TEC, compliance, supply chain, legal, GPO) as well as with teams in country and global offices. The Consultant should be willing to travel including to hardship duty stations.

Key Responsibilities

• Contribute to corporate efforts to enable people-centered IDM assurance processes and systems that help all relevant Programme activities apply IDM (and DPP) principles and standards related to personal data meaningfully, for the achievement of Programme objectives and in the best interests of the people we serve
• Contribute to GPI led development of corporate tools, guidance, templates and systems/solutions to ensure that they are pragmatic, operational, and adapted to operational realities, all the while accessible to field and partner staff
• Provide support to Country Offices in the application of appropriate tools and templates for partners, including but not limited to new Data Protection, PSEA, and similar People-Centered Annexes and trainings for cooperating partners
• Support Country Offices to identify protection, including IDM and data protection, risks. Guide and support Country Offices to address these through the identification and implementation of appropriate mitigation measures
• Advise and support Country Offices on appropriate data sharing frameworks and data protection templates for their context, including with governments – in collaboration with GPO and legal
• Act as liaison between Country Offices and Headquarters on Data Sharing Agreements to support appropriate and timely advancement of contracts
• In partnership with programme, GPI, supply chain, and TEC / DAS(S) teams in the COs and Global HQ, advise COs in engaging with government-led data management processes and systems building efforts [inclusive protection-sensitive registries, transfer management processes, and grievance and redress], including but not limited to social protection programmes
• Support COs to appropriately consider risks and plan adequately for requirements to ensure protection and IDM considerations as COs in the region pursue UN common registries, feedback mechanisms, and share partners
• Support WFP staff and partners in upholding data protection principles and identity management standards through remote or in person oversight, support and trainings
• In close collaboration with Programme (including protection), TEC, and Supply Chain, support COs to determine IDM system requirements and guide on appropriate corporate solutions
