About the Role

The purpose of the position is the provision of surge, operational and training support in the security risk management of WFP operations in the area of the Asia and the Pacific Regional Office (APARO) to enable the effective delivery of programmes that meet food assistance needs and maintain the security and safety of WFP personnel, activities, and facilities in the region. The incumbent will directly report to the Regional Security Officer (RSO) based in Bangkok, Thailand. The tasks require the incumbent to frequently travel and undertake temporary deployments to countries within the region.

Key Responsibilities

Under the direct supervision of the RSO, the incumbent will:

  • Support the RSO with the day-to-day management of security risk management strategies in APARO and provide strategic advice to Regional and Country Office management.
  • Provide technical advice and guidance to strengthen the capacity within the security risk management and crisis readiness and preparedness.
  • Contribute to the development of country security strategy, policies, and planning.
  • Support WFP field activities and missions through mentoring and technical support to the Country Office Security teams related to security clearances, elaboration of CONOPS, deep field mission support, staff accounting and high-level visits.
  • Act as a surge FSO or replace during the absence of a security officer.
  • Develop and maintain security information management systems to process and make available operational data, including training needs, status and plans, security personnel needs, and security and safety mission tracking (including but not limited to Security Assistance Missions, Oversight missions, Fire Safety Missions), donor support, and assets tracking (equipment and technologies servicing). Monitor compliance with Security Risk Management Measures (through eTREMP, QAS, ED Assurance Statement) and operational effectiveness, and support Country Offices in developing work plans to address compliance and record progress in their implementation.
  • When required, deputize for the RSO and/or represent the RSO at meetings to present relevant security issues and contribute to technical discussions to provide direct operational support to Country Offices in implementing security risk management measures.
  • Support the development, communication, and implementation of security policies, rules, regulations, standard operating procedures (SOP), and best practices across the Security Units in the region, to ensure uniform and effective risk management.
  • Support RSO in elaborating, reviewing and/or updating key security risk management documents, SOPs, and contingency planning.
  • Collaborate closely with the Regional Security Analysts and Country Office Security Information Analysts to ensure a timely, accurate and relevant bottom-up flow of information and to support context and conflict analysis, determining the key characteristics of actors, including non-state armed groups (NSAG). Keep updated with and advise upon local security developments and issues and the potential impact upon WFP operations to inform security and operational activities. Ensure all significant incidents affecting or that indicate potential risks to WFP operations, personnel, assets, and facilities, including cooperating partners and contractors, are timely reported according to reporting guidelines, and responded to.
  • Monitor and maintain an effective security management communications system that enables rapid and coordinated security activities.
  • Coordinate with other functional areas, particularly Emergency Preparedness and Response, on matters of Access and humanitarian-military interaction.
