Health&Safety Manager

About the Role

The position is responsible for managing the overall occupational health and safety function in Thailand to ensure a safe, healthy and accident-free and fatality-free working environment. This role drives implementation, maintenance and continual improvement of the company's occupational health and safety policies, systems and processes in line with Thailand legislation and company standards.

Qualifications

• Bachelor's degree or recognized diploma in Occupational Safety & Health Management or related discipline; possess valid OSH training certificate/card in accordance with Thailand regulations is a must.
• At least 10 years of relevant working experience in construction / elevator or vertical transportation industries, including field/site exposure; proven experience in contractor and subcontractor management and demonstrated competency in quality and safety management systems in accordance with ISO 45001 and ISO 9001.
• Strong experience in safety inspections, construction site audits and accident/incident investigations, including preparation and follow-up of corrective and preventive actions.
• Demonstrated ability to develop and implement safety procedures, method statements and risk assessments in line with both Company and Thailand laws and applicable standards.
• In-depth knowledge of Thailand occupational safety and health regulations and practical experience in applying these requirements at the workplace.
• Proficient in written and spoken English and Thai, including the ability to prepare clear reports, procedures and training materials.
• Strong communication and influencing skills, leadership and teamwork, excellent organizational, planning and prioritization skills, and the ability to manage multiple sites and stakeholders.
• Willing to travel frequently within the assigned territory and to conduct regular site visits, audits and inspections.

Responsibilities

• Act as the company's key safety focal point in Thailand, advising management and job-site teams on measures needed to protect the safety and health of all persons at the workplace and to comply with Thailand legislation.
• Implement, monitor and continuously improve the corporate and site occupational health and safety management system (including Thailand requirements where applicable), procedures and work instructions.
• Develop and issue safety and health rules for various activities and operations and support management in taking appropriate measures in the event of non-compliance with safety rules and regulations.
• Review and provide input on method statements, job hazard analyses and risk assessments submitted for approval, ensuring they are aligned with legal requirements and company standards.
• Recommend repairs, maintenance or engineering controls required to ensure the safety and health of employees and other persons with respect to premises, equipment and work practices.
• Plan, develop and deliver safety training and awareness programs to all levels of employees, subcontractors and workers, including specific topics of relevant training required by local regulations.
• Conduct regular site inspections (job-site walks, safety toolkits check, permit-to-work verification) to identify hazards, unsafe conditions and unsafe acts, and issue timely reports with recommendations and follow-up actions.
• Lead and coordinate internal and external safety audits and inspections, including those conducted by corporate teams, clients and government authorities; provide leadership and direction in preparation for planned audits and ensure employees and subcontractors are audit-ready.
• Monitor compliance with legal and company safety requirements, promote safe work behaviour, intervene where necessary to prevent unsafe practices and take necessary corrective measures.
• Investigate accidents, incidents, near misses and dangerous occurrences; prepare reports with root-cause analysis and recommendations, and follow up on the implementation and effectiveness of corrective and preventive measures.
• Ensure the organization of Safety Committee meetings in accordance with legal requirements.
• Develop and implement advanced methods and practices to prevent fatalities among employees and subcontractors and maintain accurate records of any such incidents.
• Support field operations in the development and implementation of safe work practices for New Installation and Maintenance Service processes.
• Establish and monitor annual inspection plan to ensure that all UUMs are inspected and feedback results to Service department for rectification.
• Perform other local safety related duties and ad hoc projects as assigned by management to support continuous improvement of safety culture and performance.
• Empowered to recommend and enforce work stoppage in cases of serious safety non-compliance, in line with company standards and local regulations.
• Accountable for ensuring required pre-work safety verifications (e.g. JHA, permit-to-work or equivalent) are completed and verified before work starts.
