How can you make a difference?

This assignment aims to generate evidence and practical recommendations on how inclusive social protection systems can strengthen climate resilience for women and girls, including those with disabilities, in Southeast Asia and the Pacific.

Specifically, the consultant will:

  • Review existing evidence on the climate vulnerabilities faced by women and girls and the role of social protection in addressing those vulnerabilities.
  • Conduct stakeholder consultations and analyze academic literature, reports, and other relevant sources.
  • Identify and synthesize global and regional good practices, with a focus on Southeast Asia and the Pacific.
  • Examine how social protection can better support resilience to climate-related shocks and crises through gender-responsive and disability-inclusive approaches.
  • Develop evidence-based recommendations to help strengthen gender-responsive, disability-inclusive, and climate-resilient social protection systems.

In summary, the assignment seeks to fill an important evidence gap at the intersection of climate change, gender equality, disability inclusion, and social protection, and to provide UNICEF and partners with actionable guidance for improving social protection systems to better protect and empower vulnerable women and girls in the face of growing climate risks.

Minimum requirements:

  • Education:
    • Advanced university degree in Social Policy, Development Studies, Gender Studies, Development Economics, Public Policy, Climate Change, Environmental Studies, Social Sciences, or related fields.
  • Work Experience:
    • Minimum ten (10) years of progressively responsible experience in social protection, climate resilience, climate change adaptation, disaster risk management, or related areas of international development.
    • Demonstrated experience conducting policy analysis, evidence synthesis, research, and knowledge of product development related to social protection, climate resilience, and gender equality.
    • Experience working on Gender-Disability intersectionality is an asset.
    • Demonstrated experience designing and developing capacity-building frameworks, training curricula, learning materials, and facilitation resources for diverse audiences.
    • Experience facilitating stakeholder consultations, workshops, or capacity-development initiatives involving governments, development partners, civil society organisations, and other stakeholders.
    • At least two (2) years of professional experience in Southeast Asia.
  • Language requirement:
    • Fluency in English is required
    • Working knowledge of a Southeast Asian language is an advantage
  • Skills:
    • Strong technical expertise in social protection systems, including adaptive and/or shockresponsive social protection.
    • Strong understanding of the intersections between climate change, gender equality, disability inclusion, resilience, and social protection.
    • Proven ability to apply gender-responsive, disabilityinclusive, and intersectional approaches in policy, programming, research, and capacity development.
    • Strong analytical and synthesis skills, including the ability to translate complex evidence into practical recommendations, guidance, and learning materials.
    • Excellent writing, editing, communication, stakeholder engagement, and facilitation skills.
  • Desirables:
    • Prior work experience with UNICEF, other United Nations agencies, or multilateral organisations is an asset
    • Experience across multiple countries in the Southeast Asia region is an added advantage
