About the Company

Partnerships for Infrastructure (P4I) Phase 2 is an Australian Government initiative to support quality infrastructure development that drives inclusive growth in Southeast Asia. P4I-2 is a 10-year initiative to December 2035, with an initial period of five years from January 2026 to December 2030. P4I works across land transport resilience, maritime decarbonisation, integration of renewables into energy systems, and telecommunications, and incorporates inclusion (gender equality, disability and social inclusion) and climate across these sectors. P4I works in Cambodia, Laos, Malaysia, the Philippines, Thailand and Vietnam, with increasing engagement in Timor Leste and flexible support for Indonesia.

About the Role

The Senior Procurement Specialist will provide advice on procurement activities and contract administration services for P4I. The role will design a delivery model to access specialist sectoral expertise through a small number of subcontracts, including approach to market, contract framework design, tenderer selection, contract negotiation, establishing contract management systems, and bedding down contract delivery. The role requires a specialist experienced in procuring professional services.

Responsibilities

  • Undertake preliminary market analysis to identify potential suppliers and assess benefits, risks and feasibility of different delivery approaches.
  • Design the delivery model in close collaboration with the P4I Program Executive, including establishing sector-specific draw-down contracts for technical resources (contracts may be used to procure up to $20 million of services over a 5-year period) with individual activities scoped and resourced on a rolling basis.
  • Design the approach to market, including evaluation approach, and prepare a detailed written workplan.
  • Develop request-for-tender (RFT) documents in line with DFAT and DT Global corporate requirements, collaborating with P4I sector specialists and other staff.
  • Manage market engagement and the tender process, and manage the tender evaluation process drawing on sectoral expertise; prepare recommendations regarding preferred suppliers for Program Executive and DFAT approval.
  • Ensure procurement activities comply with the Commonwealth Procurement Rules (CPRs), maintaining value for money, fairness, transparency, appropriate documentation and probity throughout the procurement lifecycle.
  • Manage contract negotiations in close collaboration with the Program Executive, DT Global and the P4I contract holder.
  • Provide advice on contract management, define contract management tasks for the Program Office and suppliers, and provide written advice on contract management tools, systems and resource requirements.
  • Establish contract management systems and, working with the Finance and Operations Director, assist in operationalising new contracts.
  • Provide ongoing support to contract implementation, including mobilisation, monitoring supplier performance against contractual obligations, identifying and addressing implementation risks and issues, and supporting continuous improvement of contract delivery.
  • Comply with Australian Government and DT Global policies on gender and social inclusion; child protection; disability; sexual exploitation, abuse and harassment; workplace health and safety; environment; anti-bribery and anti-fraud.

Qualifications

  • Specialist experience in procuring professional services, including tender design, evaluation and contract negotiation.
  • Knowledge of and ability to apply the Commonwealth Procurement Rules (CPRs) and relevant DFAT/DT Global procurement requirements.
  • Experience developing RFT documents, managing tender evaluations and preparing supplier recommendations for approval.
  • Experience establishing and operationalising contract management systems and monitoring supplier performance.
  • Ability to work closely with Program Executive, sector specialists, finance and operations teams and external stakeholders.
  • Commitment to compliance with relevant Australian Government and DT Global policies (GSI, child protection, WHS, anti-bribery/anti-fraud, environment).
