Senior Technical Program Manager- Data Center Infrastructure Delivery

The Data Center Infrastructure Delivery team at Oracle Cloud Infrastructure is a dynamic group dedicated to delivering state-of-the-art data center facilities at scale and pace. The team comprises experienced project managers who work with vendors and internal teams to execute complex data center construction and network projects, focusing on quality, efficiency, and sustainability.

About the Role

Strategically responsible for developing and implementing plans that optimize efficiency, cost-effectiveness, and operational excellence in delivery. You will engage with key stakeholders, manage vendor relationships, ensure regulatory compliance, anticipate and mitigate risks to datacenter delivery, and own end-to-end delivery of network and data center capacity across concurrent builds. The role requires effective engagement across Design, Engineering and Operations and carries a high degree of personal accountability and autonomy.

Responsibilities

• Lead the program end-to-end: shape approach and drive desired outcomes through delivery.
• Develop and implement long-term strategies for data center construction and network build projects to align with organizational goals.
• Partner with design and construction teams to ensure coordination prior to contracting and seamless handoffs.
• Oversee all phases of complex data center construction projects, ensuring on-time, within-budget, and quality delivery.
• Coordinate Tenant Fit Out and LV integration across design, construction, commissioning and fit out to integrate separate scopes with the overall project.
• Select, negotiate, and manage external vendors, contractors, and suppliers.
• Develop and manage project budgets, ensuring cost-effective use of resources and adherence to financial constraints.
• Identify potential risks and develop mitigation strategies to minimize impact on timelines and costs.
• Maintain clear communication with internal and external stakeholders; provide regular project status updates.
• Implement and oversee quality control processes to meet construction and operational standards.
• Conduct regular project visits to ensure schedule, coordination, and quality throughout the project lifecycle.

Qualifications

• At least 5 years of project management experience delivering mission-critical data centre construction, cabling, compute, networking, or AI infrastructure projects.
• At least 5 years of program/portfolio management experience.
• PMP, ITIL v3, or equivalent certification.
• Strong analytical and problem-solving abilities for fast-paced construction environments.
• Expertise in strategic planning and establishing program-level requirements for construction projects.
• Deep understanding of data center design, construction, and operational requirements, including sustainability considerations.
• Proven experience managing large-scale data center construction projects with advanced scheduling and tracking.
• Demonstrated leadership ability to mentor and inspire project managers, engineers, and construction professionals.
• Proficiency in budget creation, management, and optimization.
• Extensive experience in vendor selection, negotiation, and contract management.

• Engage directly with colocation (Colo) and LV partners’ leadership and project teams.
• High degree of personal accountability and autonomy; handover to operations teams required at project completion.
