What will be your role?
Develop and deploy AFD's communication strategy in the region
- Develop the regional directorate's communication strategy and plan (context, diagnosis, targets, objectives, messages), then a country-specific version, adapted to the operational activity level and the specific context of each country in the region;
- Organize a quarterly review of communication action plans with each agency directorate, and adjust priorities throughout the year;
- Relay headquarters Communication Department (REO/CMN) instructions, priorities and campaigns to the agencies and ensure their regional implementation;
- Build the AFD Group narrative at the regional level: identify narrative markers, then projects to be promoted locally;
- Monitor quantitative and qualitative indicators defined at headquarters level and provide regular reporting of these indicators to the regional director.
Animate the network of agency communication referents
In the regional agencies, the communication function is supported by referents who perform this mission part-time, in addition to their main activities, and who are not communication professionals. The position's mission is to structure, animate and develop the skills of this network.
- Map the agency communication referents, their availability and their level of expertise, and adapt the level of support provided to each accordingly;
- Animate the network of referents, through regular exchanges, the promotion of tools made available at headquarters, and training sessions;
- Individually support referents on specific topics that go beyond their scope of expertise, with a view to progressively transferring autonomy on common communication tasks (social media publications, brochures, project sheets, website updates, etc.).
Build communication tools on AFD's activity in the region
- Lead the production of regional communication tools, particularly B2B, for the Regional Directorate and the agencies in the region, ensuring compliance with the AFD brand and their adequacy with the global strategy;
- Lead the production of audiovisual communication tools (image banks, illustrations, short videos);
- Participate in the production of the "operational communication and network" unit in Paris, particularly in the design and execution of "global" operations, in conjunction with the communication managers of the other regional directorates;
- Support operational teams in recruiting service providers to communicate on projects with a dedicated budget (TOR, calls for tenders, monitoring deliverables, etc.).
Animate social networks, press relations and information dissemination
- Support AFD's local communication for clients and partners, particularly on social networks, based on a prior diagnosis of the most appropriate tools for these targets;
- Contribute to maintaining relations with influential local media representatives (press, radio and TV), as well as French and international correspondents;
- In conjunction with the agency communication referents, promote AFD's local news and activities to local media and the press services of French embassies in the region, to feed their websites and social media accounts;
- Ensure (or outsource) reputation monitoring on AFD and public development aid in the region (media, social networks, NGOs, academic circles) and alert the regional directorate and headquarters in case of a weak signal;
- In conjunction with headquarters (REO/CMN), develop and maintain a crisis response mechanism: validation circuits, posture, spokespersons, response schedule;
- Prepare and keep up to date the talking points to respond to attacks targeting AFD, the AFD Group or, more broadly, French cooperation and development policy;
- Promote AFD publications locally in connection with the activity of the regional agencies;
- Participate in drafting the regional director's speeches in the media and at conferences.
Support event organization
- Support agencies in organizing or participating in events (inaugurations, signings, conferences, etc.);
- Directly lead the organization of major regional or highly visible events;
- Contribute to the preparation and, if necessary, participate in official visits (AFD General Management, ministers, parliamentarians, etc.);
- Ensure the budgetary and administrative management of communication activities
- Ensure the most efficient use of the communication budget: evaluation of quotes, competitive bidding, search for the best-positioned suppliers, etc.;
- Monitor the budget for communication actions;
- Organize, in conjunction with agency directorates, a partial budget delegation to allow agencies to autonomously manage certain local tools (printing, small one-off events, etc.), with a shared reference framework;
- Formalize and monitor, from an administrative and budgetary perspective, contracts with local service providers.
Who are we looking for?
Experience and desired profile
- Higher education (minimum Bac+3), ideally in communication;
- Proven experience (references required) of at least 5 years in institutional communication, covering both the definition of communication strategies and plans, the design and production of tools, and the organization of public events;
- Demonstrated ability to develop contextualized communication strategies in multi-country environments;
- Ability to manage cross-functional projects and coordinate various stakeholders;
- Ability to animate a network and ensure skills development.
