About the Role
IMPORTANT: This post is opened in the context of the Junior Professional Officer (JPO) scheme sponsored by the Government of the Republic of Korea and is addressed exclusively to nationals of the Republic of Korea.
The UNDP Junior Professional Officer (JPO) Programme equips outstanding young leaders with the skills and experience required to advance the Sustainable Development Goals (SDGs) and offers exposure to multilateral cooperation and the UN system. As a JPO you will be supervised by experienced UNDP staff, receive structured guidance, a work plan with clear key results, and opportunities for learning and development.
Organisational context
The Regional Bureau for Asia and the Pacific (RBAP) supports 36 countries and territories and delivers policy, programme and operations via headquarters and the Bangkok Regional Hub. The Country Office Support and Quality Assurance (COSQA) Unit provides support and oversight to Country Offices and Multi-Country Offices. The Operational Effectiveness & Compliance (OE&C) Team manages the Bureau’s resources, financial management, internal controls and risk mitigation, and uses evidence and data to analyse performance indicators and inform quality assurance and oversight actions.
Position Purpose
Under the supervision of the Procurement Specialist, the Procurement Analyst supports the OE&C Team in ensuring regional oversight, quality assurance and procurement compliance across RBAP. The incumbent also provides technical support to the Operational Support Team (OST) on transactional procurement, development of Bangkok-based LTAs, and automation of procurement workflows, promoting a collaborative approach between regional compliance and local operational delivery. The role is designed to progressively build independent procurement advisory capacity.
Responsibilities
- Promote full compliance of procurement activities with UN/UNDP rules, regulations, policies and procedures, including implementation of effective internal controls and analysis of parameters to support procurement support design for COs in the Asia-Pacific region.
- Support implementation of monitoring and control of procurement processes in COs, including organization of RFQ, ITB or RFP; receipt of quotations, bids or proposals; evaluation; and contracting in full compliance with UNDP rules and regulations.
- Support quality assurance reviews of procurement operations in COs and propose corrective and improvement measures.
- Provide on-demand on-site and remote procurement services to Country Offices as required.
- Support COs in translating corporate procurement policies and procedures into standard operating procedures for CO-level procurement processes.
- Provide technical support for transactional procurement actions, development of Bangkok-based LTAs, and automation of procurement workflows.
